The DSIRE web site provides information about renewable energy and energy efficiency incentives and policies in effect in the United States. Relevant incentives and policies established by the federal government, state governments, local governments, electric utilities and non-profit organizations are included in DSIRE.

Clicking a state or territory provides a list of available incentives and policies in that state, organized into two categories: (1) Financial Incentives and (2) Rules, Regulations & Policies. The list of incentives and policies provides links to individual summaries with the following details:

NOTES ON THE 2009 FEDERAL TAX CREDITS REGULATIONS CONCERNING TAX CREDITS AND THE REQUIREMENT FOR MANUFACTURE'S CERTIFICATION IN CASE OF AUDIT
NOTE: According to the 2009 Federal Tax Credits for Energy Efficiency, for insulation to qualify for the 2009 tax credits it must have a Manufacturer’s Certification.
A Manufacturer’s Certification is a signed statement from the manufacturer certifying that the product or component qualifies for the tax credit.
We have provided these Certifications for Download for all insulation products used or sold on this website, as applicable, for your convenience and the convenience of your customers.
Please provide any homeowner you install any of our insulation for a copy of the appropriate Manufacturer's Certification for their records or direct them to this page to download a copy for themselves.
The IRS encourages manufacturers to provide these Certifications on their website to facilitate identification of qualified products.
Taxpayers must keep a copy of the certification statement for their records, but do not have to submit a copy with your tax return.
